What actually drives CCTV installation cost in Dubai

Two quotations for the same building can differ enormously and both be honest. The difference is almost never the cameras.

The first question on almost every CCTV enquiry in Dubai is how much a camera costs. It is an understandable question and a nearly useless one. Cameras are frequently the smaller half of a surveillance project, and the half that varies least between suppliers. What separates one price from another is everything around them: how footage is recorded, how long it is kept, how the cameras are reached, and how much of the work has to happen in an occupied building.

This article sets out the factors that genuinely move cost, so you can read a quotation and understand what you are being charged for. We deliberately do not publish prices: any figure quoted without a site survey is either a guess or an opening position that will change.

1. Retention is the quiet cost driver

How many days of footage you need to hold has more effect on the total than the choice of camera model. Retention is a product of camera count, resolution, frame rate, compression and recording mode, and it directly sizes the storage and the recorder.

Doubling retention from fifteen days to thirty roughly doubles storage. Raising resolution across an estate does the same thing again. This is also why estates silently under-retain: someone improves image quality years after handover and nobody re-sizes the storage, so the system quietly starts overwriting sooner than anyone believes.

Decide the retention period first, on operational and contractual grounds, and let the storage follow. Do not accept a design where retention is a leftover.

2. Cabling and access, not cameras

A camera fifteen metres from a comms room and a camera on a warehouse yard mast are the same device with completely different installation costs. What matters is the route: containment availability, ceiling access, core drilling, external routing, distance limits, and whether high-level access equipment is needed.

Occupied buildings add another layer. Work phased into evenings and weekends, building management permits, lift bookings and restricted working hours all consume programme time, and programme time is cost. A shell space being fitted out is materially cheaper to cable than the same space fully occupied.

Where runs exceed copper distance limits, fibre and a local switch position enter the design — sensible, but a line item that a camera-count estimate never anticipated.

3. Environment and mounting

Dubai's conditions are unforgiving on external installations. Heat, direct sun, humidity, dust and, in coastal and industrial areas, corrosion all influence enclosure and mount specification. Gate lines, loading bays and yards need housings and brackets that will still be serviceable in five years, not the cheapest bracket that fits.

Internal office cameras are usually straightforward. Warehouse, yard and perimeter positions are where specification honestly costs more, and where cutting the specification produces the failures we are later called out to fix.

4. What each camera has to achieve

There is a large difference between a camera that shows something happened and a camera that identifies who did it or reads a plate. Identification demands more pixels across the target, which means either a tighter field of view or a higher-specification camera — and often more cameras, because one wide view cannot both cover an area and identify a face within it.

This is the single most common source of disappointment. The system works, the incident is visible, and the footage still cannot answer the question that was asked of it. Decide per position what the camera must deliver — detect, recognise or identify — before comparing prices.

Low light matters here too. Poorly lit loading bays and yards are where cheap cameras stop being cheap.

5. Network, power and the parts nobody quotes

Cameras need switch ports, PoE budget and, ideally, a segmented network so surveillance traffic does not sit alongside business traffic. They need power that survives an outage if footage is expected to be continuous, which means UPS provision at the rack. They need a rack with space and cooling.

A quotation that omits switching, PoE capacity, UPS, rack space and the network design is not cheaper — it is incomplete, and the shortfall appears later as a variation.

6. Commissioning, documentation and support

Configuration, focus and field-of-view setting, time synchronisation, user accounts and permissions, secure remote access, playback and export testing, labelling and an as-built record are all real work. So is training whoever will actually pull footage at two in the morning.

Then there is the life of the system. CCTV maintenance is not an upsell — it is the difference between an estate that still produces evidence in year three and one that does not. Factor it into the comparison rather than treating it as optional.

How to compare quotations fairly

Put the quotations side by side and check that each one states the same retention period, the same purpose per camera position, the same storage sizing, the same switching and PoE provision, the same UPS arrangement, and the same commissioning and documentation deliverables. Where one is markedly lower, it is usually lower on one of those lines rather than on cameras.

And insist on a site survey before any number is issued. A supplier who will price a warehouse from a floor plan and a camera count has not yet found the reasons the job will cost what it costs.
